New Jersey Project Child Find

Project CHILD FIND is a free referral service and public awareness campaign to assist in the identification of unserved/underserved youth with a delay or disability from birth through twenty-one years of age.

This program requires that local school districts assist with the identification of children from age 3 through 21, who may be developing or learning differently.

If you are concerned that your child is developing or learning differently, please see below for the steps to take.  

Infants and Toddlers (Birth to Age 3):

If you are the parent of an infant or toddler, The Morris County Early Intervention Program can assist you. In the state of New Jersey, the provision of identification and intervention services to children from birth to age 3 resides with the County Early Intervention Program.  If you are concerned that your infant or toddler is developing or learning differently, you should contact the New Jersey statewide Early Intervention system referral center at the toll-free phone number below:

When you call, an intake specialist will talk with you about your concerns. If they determine that a developmental evaluation is needed, the service coordinator will work with you to schedule a multidisciplinary evaluation of your child’s developmental levels and needs.

This evaluation service is provided at no cost to parents. If appropriate, certain Early Intervention services may be recommended and provided through the New Jersey Early Intervention system.


Preschool Children (Ages 3 to 5):

If you are concerned that your preschool-age child is developing or learning differently, you should contact  the Supervisor of Special Services, Melissa Picciano as soon as possible.  You can send a message via postal mail to Florham Park Schools Child Study Team, Board of Education Office, 67 Ridgedale Avenue Florham Park, NJ 07932, or via email at [email protected].  In your message, please include your child’s date of birth, a summary of your concerns, your full name and contact information, and any documents you would like the District to consider.  

After submitting a written request for an evaluation by the Child Study Team, a meeting will be arranged with you to discuss your concerns and for the team to determine if an evaluation of your child is warranted. 

If an evaluation is warranted and conducted, you will be invited to participate in another meeting to discuss the findings.  This meeting will address whether the findings support your child’s eligibility for special education and related services and, if your child is eligible, a plan to address their unique needs will be developed.  Your written consent is required before any services would begin. 

All these services are provided at no cost to parents.

School-Age Students (Ages 5-21)

If you are concerned that your school-age child is developing or learning differently, you should speak with your child’s school counselor or principal, who may refer the matter to the Intervention and Referral Services Committee at your child’s school. You also have the right to request a Child Study Team evaluation for consideration of your child’s eligibility for special education and related services. All requests for evaluations need to be submitted in writing.  Parent(s)/guardian(s) of school-aged children should submit the written request to the Supervisor of Special Services, Melissa Picciano at Florham Park Schools Child Study Team, Board of Education Office, 67 Ridgedale Avenue Florham Park, NJ 07932, or via email at [email protected].  In your message, please include your child’s date of birth, a summary of your concerns, your full name and contact information, and any documents you would like the District to consider.
